Having a good methodology is important but the methodology is only one piece of the whole solution. The engineering environment can be described in terms of levels.
Recall, that there are four phases of analysis, design, implementation, and test. A task is one action item from anyone of the phases. A temporal grouping of tasks is called a stage. The supporting engineering environment is established in levels.
